The Energy White Paper of 1998 identified the need to restructure Electricity Supply Industry (ESI), subsequent the Electricity Act of 2000 was promulgated. Some of aims for restructuring of the ESI were:
The Electricity Act of 2000 allowed Local Authorities to commercialize the electricity services through agreements like, JVC’s, PPP, etc. The Oshakati Town Council (OTC) immediately made use of the opportunity and approached NamPower for a possible smart partnership. NamPower welcomed the OTC initiative and the JVC concept was supported by both line ministries namely; Ministry of Mines and Energy as well as Ministry of Local, Regional Government and Housing.
Some of the objectives for the JVC were:
Oshakati Premier Electric (Pty) Ltd (OPE) then was established and became operational in year 2000. Both NamPower and Oshakati Town Council had equal shareholding in OPE whereby the Oshakati Town Council contributed electricity distribution assets in Oshakati to OPE and NamPower injected capital equivalent to the value of asset contributed by the Oshakati Town Council. During June 2007, NamPower was bought out from the shareholding of Oshakati Premier Electric, which immediately made Oshakati Town Council the sole 100% share owner of OPE.

With the understanding that all OPE employees are in one way or another either infected or affected by the HIV/AIDS epidemic, OPE has established an HIV/AIDS policy which would then ensure that all OPE employees are empowered with regard to all HIV/AIDS related issues.

It is also through this HIV/AIDS policy that Peer Educators consisting of different levels of OPE employees have been elected to spearhead and assist with regard to this important process.
Medical Aid cover to all OPE employees is compulsory irrespective of what type of job a specific employee does; hence all OPE employees have a medical aid cover which is 50% subsidized by OPE. OPE has also implemented a NOSA program in order to ensure an accident free environment and has also train its employees on SHE matters.
OPE believes that in order to continue providing high quality of service to its customers as well as to improve on that for that matter; training and developments to its entire staff is a must. This does not only benefit OPE, but benefit the individual employees to a very large extent.
It is therefore from this background that OPE provides interest free study loans to its employees; gives study leaves to its employees; provide In-house as well as external training to its valuable employees.
In addition to the above; Yearly Team - Building Workshops for all OPE employees are held in order to ensure that OPE continue operating as a team.
